Richard Cooke

Richard Cooke is a seasoned litigator with deep experience in appellate advocacy, complex legal analysis, and high-stakes disputes. At Gardner Skelton, Richard primarily supports the firm’s Litigation practice, drawing on a career that has included civil litigation, antitrust matters, financial regulation, commercial disputes, and extensive federal appellate work.

Before joining Gardner Skelton, Richard spent much of his career as a federal prosecutor with the U.S. Attorney’s Office for the Eastern District of Virginia, including more than a decade as Chief of Appeals. In that role, he supervised a substantial appellate docket, briefed and argued matters before the Fourth Circuit, and advised on significant legal issues across a broad range of subject areas. Earlier in his career, Richard worked in the Antitrust Division of the U.S. Department of Justice, where he focused on civil antitrust investigations in the healthcare industry, including matters involving insurance plans, hospitals, and medical provider practice groups. He also clerked for the Honorable Robert E. Cowen of the United States Court of Appeals for the Third Circuit.

Richard brings that experience to commercial and civil litigation with a focus on careful listening, disciplined analysis, and practical problem-solving. His background gives him a strong foundation in written advocacy, courtroom strategy, legal research, and helping clients navigate complex disputes with clarity and confidence.

Richard believes effective advocacy starts with listening. Thorough, mission-focused, and grounded in problem-solving, Richard is comfortable digging into complicated facts and legal issues while keeping the client’s broader objectives front and center. Whether analyzing a dispute, preparing a brief, or helping develop a litigation strategy, he brings sound judgment, clear thinking, and a steady hand to each matter. 

Making a Difference

Richard and his wife are in the process of founding a nonprofit micro-school for elementary-age students in Davidson, North Carolina. The school will be part of the Acton Academy network and is scheduled to open in September 2026. Richard serves as a board member of the nonprofit, which reflects his family’s interest in learner-driven education and creating meaningful educational opportunities for children in their community.

More about Richard

Outside of work, Richard spends most of his free time with his family. He also enjoys working outdoors, tackling home-improvement projects, gardening, cycling, and working on farm equipment—a nod to his extended family’s roots in farming. He also enjoys reading about legal history and legal topics, making him one of the rare people whose professional interests and personal reading list overlap.

Richard and his family have two dogs, Winston and Ike, named after Churchill and Eisenhower. True to their namesakes, they apparently prefer to act as though they are in charge.
