Fred Parker focuses his practice in taxation. He advises businesses on state, local, and federal tax issues typically in the areas of compliance and controversy work. This includes taxes associated with income (state apportionment), sales and use, wages and benefits, property, payroll, unemployment, and property transfers. Fred’s representation addresses both the procedural aspects of these topics, as well as defending against examinations and audits conducted by state departments of revenue, local agencies, and the Internal Revenue Service.

Related tax concerns may flow through to individuals possibly creating personal liabilities. As examples, the federal trust fund recovery penalty and state sales and use tax personal assessments. Fred frequently works with clients in defending these and other federal and state individual tax disputes.

Fred’s tax controversy representation extends through the administrative processes through appearances before applicable state and federal courts, including the United States Tax Court and North Carolina Office of Administrative Hearings.

In addition, Fred advises tax exempt organizations (including non-profits) on internal tax compliance and governance matters such as compensation and benefit corrective measures, private inurement concerns, intermediate sanctions, political limitations, unrelated business activities, joint ventures, and corresponding work with federal, state, and local taxing authorities.
